technically - at least in NY they should be- but in reality - under the new rules - sites like Gunbroker or Gunsinternational might be the first target to require collecting - but since you can pay the seller direct (as opposed to sites like Amazon or eBay where the site collects for the seller) it will be harder to enforce

if I buy anything out of state and bring it back to NY I am supposed to report it and pay sales tax on it - a tax guy here once told me if I replaced a battery or tires on my truck when out of state - that was taxable when I return home - so your concern is certainly justified
