Tony did at one time have it if not still now. A local engraver/gunsmith I know worked for most all the bigger shops in one way or another over the years. He said to y had both the Parker and the Winchester matting machine. But neither of them were actually used. Instead of using a 100 year old wooden framed machine, they could just do anything by CNC.
I don't know about Simmons. When I recently spoke with them about matting work on a Parker, they did not seem very willing to talk to me about it once I mentioned "concave rib".
