That would be the barrel steel. In this case Parker Peerless Steel which would typically be associated with a higher grade (7 or 8) Parker. Tell us more about this gun please??

I have had the gun for about 50 years. It was given to my Father Richard Stearns III by Harry Nye. Harry Nye or his father I believe bought the gun new. Harry is Teddy Turner's grandfather. Both Harry and my Father were world champion Starboat sailors. My Father was an Olympic medalist in sailing and in the US sailing hall of fame. He also was an avid hunter and skeet shooter (some trap). He was also on the Illinois Pheasant hunting team in the early 60's.

Wow!! That is a spectacular gun Sir. There's a lot I like about that one. You are indeed a lucky man to have that one, and with the provenance. Does not get much better than that.
