That is certainly a cut above a lot of Tournament Grade Model 21 Skeet Guns. When the Model 21 Skeet Gun was introduced in 1932, the Tournament Grade was the entry-level Skeet Gun.

With the tournament Grade only offered from 1932 to 1935 it amazes me how many I see listed for sale. From a 1935 Winchester catalog --
