Since the butt stock is not original, tightening the upper tang screw and the lower trigger plate screw that is under the trigger guard to much could cause the safety toggle to bind up. After placing the safety toggle properly in place, tighten tang screw and trigger plate screw evenly and equally until tight. If safety does not move, loosen each screw @1/8 turn each until safety moves then loctite in place. If there is too much loosening to make it work, you can shim top or bottom depending which area is too deep
