Spray the action, forend lever and the top lever with a good penetrating oil and let it sit for a day then spray it again. If you can stand it just let it sit one more day. Try the top lever and see it it will push to the right. If the top lever does not move give the left side of the lever a tap with a small plastic hammer. Go slow and try not to do something that can't be undone.
