As a general rule... YES. But there are a few exceptions. A batch of 1 frame 12g. Trojans were made. With twist barrel no less.
I actually handled one that walked into the VGC last weekend.

Weren't those Trojans with Twist barrels all sent to Japan or some place in the Far East?

I ended up passing on this one at a local auction. I did physically look at the gun today, screws all looked good, barrels were well worn finish wise, stock was listed with small crack at the receiver. With premium and sale tax and paperwork fee I would have had a little over $700 in it and would still require a pad to fit me for LOP.
Still watching and learning.
