I don't think you will ever see low brass 10's

because the impression has held over all the way from the black powder and paper hulls days, that the brass equates to power

when a paper hull contained more black powder for a heavy load - it needed higher brass to contain any burn through in the paper by hot embers.

although that is no longer a concern with smokeless powder the perception, often perpetuated by marketing, makes people think they are getting something they are not.

Yup, all ten gauge hulls are acceptable for reloading, depending on interior capacity.
