I can only speculate about the additional zero's on the frame. The action of the gun is what is considered by the fed's as being the gun. The rest of it is only accessory additions to the action.

I imagine that there was anticipation to manufacture & sell many more Parker Repro's than were actually made. They probably added the extra digit to the action number in anticipation of future needs.
