The issue is that you took it to the wrong "gunsmith".

There are gunsmiths in Utah who specialize in Parkers and other classic American SXS guns.
I seem to remember there is one in Ogden but his name escapes me at the moment.

few gunsmiths are double gunsmiths

The gunsmith I use is very good. Used him for over 10 years. Before I take it back to him I was hoping someone could tell me what to look for. Possibly the coil spring that the lifter pushes against is kinked or smashed?

Take it back, you might accidentally ruin the gun, remember
It's very difficult to get parts

No. I can't pull the lifter down manually. I took the gun back today and he said there was a slotted piece that that could fit either way. He said he must have put it in reversed. Hopefully will not be a big deal. Thanks for everyone's suggestions. I will post again when I get it back hopefully working correctly!
