Dean I think the problem here is that his repair FFL wants to send to a FFL only. I can see his reasoning because his books would show it as coming in from one place and shipping to another. If this is all done over the phone it is to easy for something shady to take place. He wants a FFL at the receiving end for CYA purposes. People used to ship firearms to themselves all the time for out of state hunting trips in care of a outfitter ect.. But it is a different world and the laws vary greatly state to state.
