If they were picked up as strays how does the shelter know there siblings? If my situation was better I'd drive to PA and get them.

There are breed specific "rescue" organizations. The one in our area that I know about is a German Shorthair Rescue, but it's a place to inquire. They probably have a list of people waiting for the right dog or dogs.
