Is it safe to say that all the choke in Parker barrels will be in the last 4 inches ?

Yes, generally.

I've measures a couple with tapers back to 6.5" and some with tapers as short as 2" on original chokes with uncut barrels. But most are in the last 4".

I was looking at an SC the other night. Things started happening an amazing 7.5 inches from the muzzle. Not fast, but there it was. The constriction got serious at about 2.5 inches ,and the next two inches accounted for 30 of the 40 points of choke.
