Unfortunately your gun 67251 is not in the ID & Serialization book.
If it had Laminated Steel barrels it would probably be a Grade 1. It has Twist Steel barrels as indicated by the T with a crescent above and below it, so it is probably a Grade 0.
Both the Grade 0 and the Grade 1 guns of that particular period usually had the same 'graver-walk" around the borders of the lock plates and simple 'line engraving' in other areas of the frame. Generally speaking, the Barrel Steel was the way to determine grade, short of existing records.
However, there ARE surviving records on your serial number upon which to base a PGCA Research Letter.
