Stiff cocking rod

My DH is also hard to open and it was sent off to one of our double gun experts and thoroughly cleaned and lubed and it is still stiff. Mine may have been put back on face an fit really tight. May be some more shooting will loosen it up.

Is the gun more difficult to open when both barrels are fired than only one barrel, and does it open more freely after the hammers are cocked (Neither barrel fired)? The guilty part will be more easily identified knowing these details.
