The process of sleeving barrels is very common across the pond. I have a CHE 20 with British proof marks. The gun made it's way to Shang High China when it was returned to Parker for a new stock and Parker shipped it back to China. Another member has a Parker with British proof marks as well. Some of these guns have had extensive travel experiences.

Congrats on a wonderfull retirement gift for your friend, he's lucky to have such friends.
