Who makes the powders which go in commercial (ie Remington, Federal, Winchester) shells? Given that the ammo makers are all going all out to produce what they can (don't forget about Homeland Security's purchase of millions (billions?) of rounds). Is it possible that there is not enough powder-making capacity at this time?

I believe they get it from the same places we do. Perhaps a different mixture but I'll be it's supplied by Hodgen, Alliant ect. I know from talking to RST I'm using the same powder in my 16's that they do. Some of the more popular rifle powders 4350 and H380 were bulk military surplus powder.
