Others will chime in with other possibilities. I've that issue when the rim recesses in the breech are tight, as in the shells fit too tightly into the recesses. Does the gun close hard? I have 3 Parkers with tight rim recesses. Try putting the floorplate onto a padded surface that will take some pressure but will not scratch it and pressing down on the breech end of the bbls to try to close the gun tighter. If it's the recesses this may loosen the pressure on the locking luck and allow you to move the lever to the right. i have a 28ga that I have had to put into a rubber jawed vise to close it tighter-scary to say the least-and the lever moves easily when I do it. Just be very very cautious whatever you do.
