Once you get empties, eight gauge shells can be loaded without tools if you forgo the crimp and use a glued in overshot wad. Where does your friend live? If we can do a face to face, maybe I can share some components with him. I see no problem using fast burning smokeless powder for light loads.

If this is the PA gun sold this week, it was an astounding good buy. A very high serial number for a hammer gun.
