I would think that it could be welded back to size and then filed to fit.

Yes, the hook would likely continue to operate just fine for a time the way it is.
But it should be replaced as it is damaged. If you need a replacement, contact me, I have several of them. They are the same as the ones used in the doubles and are the same within most all frame sizes.
