They are funded by hunters through fish and wildlife fees, bird watcher organizations, wildlife organizations, tree huggers, anti drilling and anti strip mining organizations, government agencies, ranchers and farmers, green environmentalists and all sorts of folks who have similiar interests and dissimilar interests.
