FWIW a Mr. John B. Stevens Jr. was the Dover NH City Clerk in 1872.

The Parker Brothers records often referred to "make tgt" meaning shoot a pattern and render the results to the buyer.  Sometimes the buyer even requests the actual target paper to be sent with the gun.  However, the pictured order does seem to refer to a "tag" as Austin suggests.
