Radically different but I think Brian Dudley has done it.

most likely - i know he went the other way, fitted blocked fluid steel to a hammer gun frame- but that used the old lugs

Hmmm... I thought it was Brian who machine-cut and welded the lug to conform to the frame that the barrels were being fitted to.
There were pictures and everything. In any case, it can be done. .

he may have - he does some interesting stuff - and surely he will comment on this topic anyway but - that said - enough time and enough money almost anything is doable of course - a Purdey might be cheaper

Dean, That was Russ Bickle that did those conversions. Unfortunately Russ has since passed on.

Right Dave, Russ did some work for me but I saw the pictures on a forum (thought it was here) and it may have been on doublegunshop and it could have been Dewey but I can't swear to who did the work but I thought it was Brian.

Anything can be done, I would not recommend trying it.
There really is no need to have to do this. Hammerless barrels are out there.

Hammer barrel lugs can be converted to hammerless guns. the considerations are frame size and dollshead configuration. We just completed two sets.
