In NY all ammo purchases must go through a background check. I have heard many NY residents simply go across the border to PA.
The bottom line is the state politicians want all the FFL's to go out of business, gun control by any means possible.
They must get or give their cues from/to California. Same deal there, only worse. The people just go to Nevada, Arizona, Idaho or wherever and buy what they need to enjoy their legal shooting sports.

Oh I forgot to mention, a gun background check in western NY is normally about $50. God bless the FFLs that still offer the service.
