If you are a resident of the Peoples Republics of NY, NJ, MD and have a CCW/LTC permit, you can apply for a PA LTC, otherwise there is no reciprocity.

Harry, a NY resident with a Utah CC license may not carry in PA on the Utah license. All that info is available on the USCCA link.

A Utah resident may carry in PA with a Utah permit.

Is a VA permit acceptable in PA ?

NY Law distinguishes between handgun carry and long gun transport. The provisions that cover concealed carry don't impact long gun transport. Long guns only need locking hard cases if left unattended in your vehicle and they are not prohibited from movement in and out of the motels.
