FWIW, my guess is that the comb of the stock was cut down at some point, leaving the existing height at at the heel and almost completely lowered at the front to yield a flat top profile. Not a lot of way to tell from the pictures, but that is the lowest front I can remember. It essentially starts at the top of the grip and goes back.

I got a top lever, 0 frame 16ga hammer gun from Jerry Smith with a comb just like that. It wasn't so pretty to look at, but I shot it ok. I think Eris Eis bought it, then traded it to Steve Barnett. That was the last I saw of it.
