Those aren't pin punch marks. That's called stippling and it's all the rage on action pistol grips, front strap and back strap. That's for sure grip during those go fast matches. I'd say that was factory done for some of that there fast paced driven bird shooting. It also provides more surface area to help cool the gun down. Don't want any cook off while bringing the gun to bear on one of those rocket-like red-legged partridges.

Maybe it was an attempt to tighten up the action.
You know if you beat on a gun with a hammer, it will tighten it up some.
