you need to find a philatelist -
a quick search shows envelopes like that for sale with post marks in the 1907-1909 era

If that is a Postcard rate my research shows a couple of time periods, July 1885 to July 1898 when it dropped to 1 cent. Back to 2 cents in mid 1917 until mid 1919 (war years) then lowered back to 1 cent after the war.
It was again at 2 cents from 1952 until Aug. 1958. |
