It may be what it says, but a reasonable person, with reloading experience, would know that simply can't be correct. Most every published 28ga load will have pressures in excess of 8000psi, and usually over 10,000 psi.
I suspect there may have been a dropped digit, either a 1 in front of 1190, or a zero at the end, as those are numbers one would expect.
Green Dot in 28ga is somewhat odd, though common in 20ga.
