At 25 to 30 yards, the 28 gauge will do fine on quail. 28 gauge ammo is more expensive than 20 gauge and harder to find in the middle of nowhere. Yes, the appeal of the 28 is its lightness and proportions. Most of the 20 gauge reproductions weight is closer to a 12 gauge.
If you buy a 28 gauge reproduction with 28" barrels, you'll probably need to open the Supe tight chokes on them.
