Default Uncommon 28 gauge two barrel set?

I have a 28 gauge two barrel set where both sets of barrels are 26”, one set IC/Mod and the other Mod/Full. I assume that the Mod/Full set must be uncommon. Perhaps it was a special order.

Yes, quite uncommon. Usually the M/F are 28". Additionally, I do not recall ever seeing the "F" on the barrel lug where frame size is normally stamped.
Interesting gun!

Your 28ga. 26" barrel set factory-choked M/F are scarce, but we have seen them on occasion. I recall there was a similar 2-bbl. set in this configuration listed on GI not all that long ago -- maybe this is that set?

Back in 2011 Richard Skeuse gave us an explanation of the F stamp on the barrel lug in this thread:

I did get this from GI but the listing only noted one barrel but in calling the lister I learned it was two and that both were 26”. I am super pleased with it. Now if I could only find some shells for it.
