You could get factory loaded 16-gauge black powder shells with 3 drams and 1 ounce of shot, but the stoutest smokeless powder 16-gauge loads I find offered by UMC in that time frame is their Arrow shell with 2 3/4 drams of DuPont or other bulk smokeless powder and 1 ounce of shot.

I've printed off shoot reports from the Memphis area 1909 and 10 when Nash Buckingham and his "Gin Squad" were most active and in a quick scan the name J. LeClerc doesn't jump out. There is a C.O. LeCompte competing fairly regularly.
