I decided to take it to Bill Schwartz. He said someone has put it together with the hammer screws reversed. He is going to disassemble and clean it and assemble it correctly. This is a high condition GHE 16 gauge from 1930. I can't imagine someone doing that, but I guess if you have a screwdriver and you see a screw you have to stick it in it.
