It's not Belgian, I read it as a possibility from another forum not fully understanding the difference. All proofs are English. I just can't find any information on any manufactures building under the name Thomas Parker except in 1832. The Birmingham proof marks place it 1887 to 1904. I attached a better pic of the proofs. Thanks for the info.
