Steve, It sounds like the trip in the frame is sticking. Maybe time for a good internal cleaning.

Or missing completely! Steve, take the barrels off and look straight down the breach face into the well of the receiver. You should see a little metal piece down at the bottom. When the receiver is taken apart for cleaning or repair, this trip can easily fall out without being noticed. The gun will work just fine without it but the lever will not stay to the right when opened.

It could be that the spring that causes the trip to engage the top lever is missing.
