Huh. The only thing that I can think of is maybe your safety spring is broken at the front where it engages the safety toggle. Therefore allowing the button to move, but the toggle not to move away from the trigger blades.

Not much else makes any sense to me. Unless maybe there is some internal damage to the head of the stock and some wood is causing an issue. But... if the button moves, then the toggle should move and not be blocking the triggers.

Other than that, you cannot speculate otherwise what the problem may be until the gun can be opened up and inspected/diagnosed.
