It has always been my understanding that a gun being shipped to and from a repair facility does not need an FFL Transfer because you are not transferring ownership.
In any case, you could try Dan Cullity in East Sandwich, MA. He is a master gunsmith and ships and receives all kinds of firearms for repair/restoration all over the country.
