That is actually referred to as a "dog's head butt plate". A recoil pad is a cushioned pad meant to absorb recoil.
You should measure the length and width of yours and let folks know what it measures and somebody will likely have a decent duplicate of yours. Judging by the serial number you have given us I will bet yours has the 'spur' at the top that is inletted into the wood that's what you need to be looking for. Incidentally, there are three or four distinctly different styles of dog's heads on Parker butt plates so, in order to maintain the originality of your Parker, you should be sure to get an exact duplicate. As a last resort, there are reproductions available out there.
