It is definitely in reference to any sights, inlays, grips, or any other part of a gun or anything else Julia's auctions that might be made of ivory or any other other product from an endangered species... not limited to elephant ivory. It is the buyers responsibility to be able to PROVE that the parts in question were fitted to the article (guns in our case) well before the animal was put on the endangered species list and trade in those products was banned.
Initially, for a year or two, Julia's would remove them from the gun and not release them to the buyer until such time as the buyer could produce to Julia's the proper documentation.
There was a loud uproar and Julia's policy was changed to the present one.
As I understand it NY is very stringent about this.
