I don't like to take issue with Researcher on any matters, but all the Malone trousers I've seen are plain front, un-cuffed, have a slight taper toward the ankles and are cut a bit short to allow for boots/heavy shoes (see below); those in the photo look like pleated and cuffed dress tweeds to me, especially with that break over what appear to be cap-toed lace up oxfords.
