It is a result of oxidization. I don't know if that white powder is considered to be lead oxide, but if it is I have read that lead oxide is dangerous. I have handled this stuff since I was a kid and have never suffered any ill effects from it.
You should conduct an in-depth study of just what this stuff is and proceed appropriately.
