I just purchased a leather case for my Parker and need help in getting the top lever out of the cocked position and back toward the middle. If the gun is together -I know to pull the triggers but Im not sure when its apart.

There is a channel in the middle of the water table. Towards the rear in that channel is a small metal plate. Push on that plate and it will release the lever.

John is correct only as you are pressing down on the plate hold the lever to the right to release tension and you can ease the lever back to the middle.
