To make sure nothing is messed up, the action really should be removed from the stock and the hammer screw/hammer removed.

Thanks. The small screw is only there to secure the hammer screw. Is this correct? Would it be safe to back the hammer screw out 1 3/4 turn to allow more room to remove the small screw?

I decided to take it to Bill Schwartz. He said someone has put it together with the hammer screws reversed. He is going to disassemble and clean it and assemble it correctly. This is a high condition GHE 16 gauge from 1930. I can't imagine someone doing that, but I guess if you have a screwdriver and you see a screw you have to stick it in it.
