A 54 cal powerbelt bullet might work if you were going to make your own.
I think Breneke (not sure on the spelling) may make a 28ga slug or did at one time.

Making home cast Lyman slugs for the 12 gauge was no big deal . And I killed a deer with them .
The same thing should be relatively easy with the Lyman 20 gauge slug . However I've not had a great amount of luck coming up with something that suits me in the 10 gauge or 16 gauge . Don't have a 28 at the moment I wanna shoot slugs in so I've not put any effort into that one . |

I am now thinking round balls for the 10 and 16 or have Accurate Molds cut me something for the 10 and 16 based on the Lyman Sabot slug mold . I like this design as it works relatively well in a standard birdshot wad . |

I have three boxes of 25 each Remington slugs that I bought about 35 years ago. I used some one time to kill a porcupine and it wouldn't even do that very well from about 10 yards. They're fairly ineffective.
