Dale Edmonds fixed a pair of weep holes on a VH I had and you couldn't tell it ever had any holes.

If I had to do such a repair, I would do so by turning a couple of small pins the size of the holes. But taper them by a hair so that they fit in snugly and then melt them both down with a .040" tig tungsten to fuse them to the surrounding metal.
Obviously a little dressing and re bluing would be in order.

How about repairing a hole in a Parker rib and replicating the matting on the repair?

I was thinking of doing that to my Trojan and then send it to an engraver to cut the wiggly
lines. But one of the holes is on the lettering so I left it alone.

If the holes are properly filled, then any good engraver can also re-cut the lettering necessary. The barrels will also have to be refinished, of course.

I had Gournet recut about 3/8" worth of matting on a parker rib and it turned out great.
Regarding roll stamps. An engraver should be able to do some patch work on the lettering and make it look pretty good. Also, Turnbull does have some Parker roll stamp dies. But not all of them.
