How do you tell the choke on the barrels?

With a proper dial indicator choke gauge.... not a dime or a tapered slide-in brass choke gauge.

What would be the average worth of this gun?

That really can't be determined without actually having it in hand to fully examine it.

It is a PH grade with a polished out frame and blued (likely Hot Blued) twist steel barrels.

Does anyone know what the #4 and the c stamp on the barrel means it’s near the T stamp in the pics

The 4 is the unfinished weight of the barrels and the c is some long ago forgotten inspector's mark.

The gun, as shown, has no collector value, and very little value as a shooter although it may well be safe to shoot.
