Default Damascus Dolls Head Material?

For damascus or twist barrels with a dolls head for a hammer gun.....what is the dolls head material? Is it damascus/twist finished differently or is it fluid steel?

Bingo charlie

This is a Bernard I barrel refinished by Brad Bachelder and the extension definitely appears to be steel



But this is Ed Blake's D grade 1886 hammer



and the extension is an untwisted laminate
