Default Rib Repair

Looking at a Parker DH on GB. It has 4 holes drilled in the rib and plugged. ??? what for. Can these be filled and things re engraved? Is rib replacement the only way out? Has Titanic 32" tubes. Thanks in advance.

Laser welding, dressing down and careful hand touchup of the matting and lettering can be done. It would not look like it was never done, but it would look decent if done by the right hand.
