If reloading the Remington 28ga you may find the plastic stops the primers from fully seating. Rem primers work, the rest need some help. Rem primers are just a bit shorter and have a radius. The plastic of the shell sticks in a bit at the end of the primer opening - it's a bit smaller than the primer pocket. A #1 drill will remove the plastic. You just have to do it once. A SS press seats primers differently than a progressive, so maybe you won't have the problem.
