Yes, the gun stays open fully. It is not until the gun is started to close that the shell rim makes contact with the frame.

After recutting the chambers, the issue has all but been eliminated, because as the gun is slightly closed, apparently the ejectors start to cock and the ejector strikers draw away from the extractors and (with the barrels pointed downward) the shell's weight lets them fall forward into the chamber further, thus clearing the top of the frame. But, laying the gun sideways to observe what's going on, you can clearly see that the rim doesn't clear the frame as it is closed.
